My FPS has dropped dramatically recently, and my RTX 5070 is only drawing around 90W even though it should be capable of roughly 275W. I'm also seeing visual glitches and artifacts, while the GPU fans suddenly run more slowly. I checked temperatures, reinstalled the graphics drivers, and used DDU to perform a clean driver installation, but the problem remains. What could be causing the low power usage and performance loss?

Since a clean driver reinstall didn’t fix it, check whether the card is stuck in a low-power state or has a power-delivery problem. Confirm the monitor cable is connected to the GPU, inspect the PCIe power connectors, and make sure the power supply and cables can handle the card. Also check GPU-Z or your driver software for the performance state, power limit, clock speeds, and any reported PCIe or hardware errors. Artifacts combined with unusually low wattage can point to a failing card, power connection, or power supply rather than just a driver issue.

I already used DDU and installed the newest driver, but the low power draw and glitches are still happening.
