I'm currently running a Ryzen 7 3700X, RTX 3070 Ti, 32GB of DDR4-3200, a Gigabyte B550 motherboard, several SSDs, and an 850W Corsair Gold-rated PSU. I play mostly at 1440p and 144Hz, with a mix of older and newer games, while also keeping lots of browser tabs open. I'm still using Windows 10 and would prefer not to replace my entire platform right now. Would upgrading to an AM4 chip such as a Ryzen 7 5700X3D, 5800X3D, 5800XT, or Ryzen 9 5900X be worthwhile, or should I save for a complete AM5 upgrade with a new motherboard and DDR5 memory? Which part should I prioritize next, assuming current component prices remain high?

If the X3D chips are overpriced where you live, a regular 5700X or 5800X can still be a decent, inexpensive improvement over the 3700X. I just wouldn’t pay a premium for a 5800XT expecting it to transform gaming performance. The best value depends heavily on the local price difference, so compare the cost after selling your old CPU and make sure the replacement is supported by your motherboard BIOS.
AM5 is the better long-term platform, but it only makes sense if you can comfortably afford the complete move. Don’t buy a weak or poorly priced DDR5 setup just to get onto the newer socket. If you expect to build within the next year or two and find a genuinely good CPU, board, and memory bundle, AM5 could be worth considering; otherwise, keep your current RAM and board, install a 5700X3D or 5800X3D, and save the rest of the budget for a future build. Also, upgrading to AM5 does not inherently require Windows 11, although Windows 11 may be preferable for newer hardware and support.
For a gaming-focused upgrade, I’d stay on AM4 and look for a Ryzen 7 5700X3D or 5800X3D at a reasonable price. The extra cache can make a very noticeable difference in minimum FPS and frame-time smoothness compared with the 3700X, especially in CPU-heavy games. Your B550 board should support it after a BIOS update, but check the exact CPU support list first. A 5900X or 5800XT can be useful for heavily threaded work, but they generally aren’t as compelling for gaming as an X3D chip.
At 1440p with an RTX 3070 Ti, the GPU will often be the limiting component in newer, graphically demanding games. I wouldn’t spend money on AM5 just to keep the same graphics card, since the platform cost would include the motherboard, DDR5, and CPU. An AM4 X3D upgrade is a sensible way to extend the life of the system, then you can replace the whole platform and GPU later when you actually need the performance.

That was my experience going from a Ryzen 5 3600 to a 5700X3D: average FPS was not always dramatically higher, but the dips and stuttering improved a lot. It made the system feel much smoother.
