Telegram is stuck on "Connecting…" on my phone, and reinstalling it from the Play Store didn't help me log in. The desktop site also won't load and says it can't reach the page, even though my internet connection seems fine. Is Telegram experiencing an outage, particularly in Kazakhstan, or is there something I can try on my end?

A VPN seems to make Telegram work for some users in Kazakhstan, which suggests the service may be temporarily blocked or having routing problems in that region. Be careful with unfamiliar VPN apps, though.
It may be a regional outage. Other people in Kazakhstan are reporting the same problem, so it doesn’t look like an issue with just your phone or laptop.
You could also try Telegram X from the Play Store. It uses the same account but may connect when the main app is stuck. The interface is a little different, but some users find it works more reliably during connection problems.
