My Apple Account has been locked or deactivated, and I haven't used it since February 2024. I contacted Apple Support, but resetting the password didn't help and the account-recovery process wouldn't let me proceed. The representative only said that the account had violated Apple's terms and conditions, without explaining what happened, and suggested creating a new account with a different email address. I'm frustrated because I don't know whether the account was compromised, whether the lock is permanent, or whether there's any way to request a proper review. Does this mean my email address can never be used for an Apple Account again?

If Apple’s recovery tools and phone support both confirm that the account can’t be used, starting over with a new email may genuinely be the only available option. It’s understandably irritating when they won’t explain the decision, but creating a new account is usually separate from recovering the old one and doesn’t guarantee that the original address can be reused.
Apple generally won’t provide the exact reason for a security or fraud-related lock, since that could help someone bypass their detection systems. An account can potentially be compromised and misused even while the owner is away from it. Try every recovery option Apple provides, but if the account is marked as locked or disabled and recovery fails, Support may not have a way to restore it.
The lack of an explanation doesn’t necessarily mean you did anything intentionally wrong. Unauthorized access, suspicious purchases, or other activity could have triggered the lock. You can ask Support whether there is an official appeal or account-review process, but Apple may decline to discuss the details or reopen the account.
