How should I prioritize parts for a gaming and programming PC in India?

I'm planning a PC mainly for occasional gaming and programming, with no video editing or peripheral requirements. I'm in India and am comparing an RX 9070 XT or RTX 5070, along with CPUs such as the Core Ultra 5 245K, Ryzen 5 9600X, and Ryzen 5 7500X3D. I don't expect to upgrade the platform soon.

For memory, should I buy one 16GB DDR5 module now and add another later, or start with a matched 2x8GB kit and replace it eventually? Is using all four DIMM slots a significant disadvantage?

For storage, should I buy a 512GB SSD and expand later, or pay more for a 1TB drive now? I'm also wondering whether mixing SATA and NVMe drives makes sense, how noticeable PCIe 4.0 is over PCIe 3.0, and whether TLC or QLC matters for an operating-system drive.

For graphics, the RX 9070 XT costs roughly $60 more than the alternatives. How do DLSS and FSR compare, especially when upscaling from lower resolutions? Which has better game support, and should emerging features such as neural texture rendering influence the decision? I'm also interested in running local language models, so VRAM matters.

Finally, would a gaming laptop make sense if I mostly play at home? I'm considering either a refurbished laptop or a desktop instead of a Legion Pro 5i with an Ultra 9 275HX and 140W RTX 5070 Ti. How much performance and longevity would I give up with the laptop compared with a desktop using a 9070 XT and 16GB of VRAM?

A 512GB SSD will fill up quickly once Windows, applications, and a couple of large games are installed. If the price is manageable, buy 1TB now. PCIe 3.0 versus 4.0 and DRAM versus DRAM-less designs generally make little practical difference for gaming, but TLC is the safer choice for the operating-system drive. QLC is usually fine for games and bulk storage. SATA is worth considering mainly when it is significantly cheaper or when all your M.2 slots are occupied.

For a gaming-focused build, the 7500X3D paired with the RX 9070 XT is a sensible value combination. The X3D chip’s extra cache can help gaming performance and frame-time consistency, while it remains perfectly adequate for programming and everyday use. Its age matters less than its actual performance and price. For local language models, prioritize GPU VRAM first and system RAM second, so the 16GB 9070 XT is useful. A single 16GB DDR5 module can work as a temporary purchase, but adding a matching second module later is preferable for dual-channel performance.

My concern was that the 7500X3D is an older platform. Is it still clearly better than the 245K for this use, especially when I’m not planning an upgrade?

A laptop is mainly worth paying extra for when portability is genuinely important. At home, a desktop normally gives you better cooling, upgradeability, repairability, and sustained performance for the money. Mobile GPUs also depend heavily on their configured power limit, so a laptop 5070 Ti should not be assumed to perform like a desktop card with the same name. A desktop 9070 XT also starts with more VRAM, which should help it age better for demanding games. Laptop repairs and thermal maintenance can be more difficult, and a motherboard or GPU failure may effectively make the whole system uneconomical to repair.

Is thermal throttling really something that eventually becomes unavoidable, or can good cooling and maintenance prevent it? I’m also still unsure how large the gaming gap is between the 7500X3D and 245K.
