My computer consistently loses video output whenever it restarts, whether the restart is triggered by Windows, the BIOS, or the physical Reset button. The display stays black, but if I hold the Power button to shut the system down completely and then turn it back on, it boots and works normally.
This began immediately after a power outage. The computer initially powered on without video, but worked after I forced it off and started it again. It then completed a Windows update, but the same black-screen problem returned when the update restarted the system.
The system uses a Ryzen 5 8600G, an ASUS RTX 5060, an ASUS B650 motherboard, 16 GB of Kingston DDR5-5600 memory, and a Corsair 650W power supply. The monitor is connected to the graphics card through DisplayPort.
Could the outage have damaged the power supply, graphics card, or motherboard? I'm considering clearing the CMOS and reseating the RAM, GPU, and power cables, but I'm hesitant to update the BIOS while restarts are unreliable.

Because this also happens when restarting from the BIOS, the problem is probably below the Windows level. The fact that a complete shutdown followed by a cold boot works, while every warm restart fails to produce video, points toward hardware or firmware initialization rather than a Windows update issue.
Start by clearing the CMOS and loading the BIOS defaults. Then reseat the memory and RTX 5060, and check every motherboard, CPU, GPU, and power-supply connection. It may also be worth testing the monitor with another cable or using a different video output if available.
Since the behavior started immediately after a power outage, the PSU, graphics card, or motherboard could have suffered partial damage. If resetting the BIOS and reseating components do not help, those parts should be tested individually or replaced for diagnosis. I would postpone the BIOS update until the restart problem is understood, since interrupting or losing video during a firmware flash could make things worse.
