My monitor occasionally flashes or flickers, but the problem is intermittent rather than constant. I have already updated, restarted, and reinstalled the graphics drivers. I also recorded a video of the issue. What troubleshooting steps can help determine whether the monitor, cable, graphics card, or another part of the setup is responsible?

The easiest comparison is to connect the computer to a TV or another monitor. If the flickering appears there too, the GPU, driver, or cable is more likely involved; if the second display is stable, the monitor is the stronger suspect. Before replacing anything, try a different video cable and another port on the GPU, lower the refresh rate, and check whether the flicker also appears in the BIOS or during startup. You can also take a screenshot while it happens: if the distortion appears in the screenshot, it may be GPU-rendered, while a normal screenshot with a visibly flickering panel points more toward the monitor, cable, or connection.
I do not have access to another monitor or TV. Would changing the cable or GPU port, testing a lower refresh rate, and checking the BIOS still help narrow it down?
