I'm running an RTX 5070 Ti with a Ryzen 9 3900X, 32GB of DDR4-3600, an ASUS TUF X570-Plus motherboard, SSD storage, and plenty of cooling. I play mostly strategy and AAA games at 1440p, sometimes with a second 1080p monitor connected. In several games, GPU utilization sits around 30% while CPU usage is roughly 50–60%, and my frame rate can drop from over 100 FPS to around 45–60 FPS. Even in lighter scenes, I often only see about 110 FPS. No individual CPU thread appears to reach 100%, but all threads show fairly similar activity in monitoring software. Drivers and BIOS are up to date, and Windows is not using a power-saving profile. Could the 3900X be limiting the graphics card, and would upgrading to a 5700X3D or 5800X3D make a noticeable difference?

There is always some limiting component, and GPU usage will not necessarily stay at 99% in every game. However, frequent drops into the 45–60 FPS range with the GPU around 30% are more than just a meaningless statistic, particularly at 1440p with a powerful graphics card. If lowering settings does not improve those drops, the 3900X is a likely cause.
The overall CPU percentage can be misleading. Games often depend heavily on one or two important threads, so a 12-core processor can show only 30–60% total usage while the game is still CPU-limited. Low GPU usage combined with low or inconsistent FPS is a strong sign that the processor or game engine is holding the card back, especially in strategy games.
For this platform, an X3D upgrade is the sensible route if the games you play are CPU-heavy. A 5700X3D is usually the better value if you can find one from a trustworthy retailer, while the 5800X3D can also be a substantial improvement but may be overpriced because it is no longer widely stocked. Either option lets you keep the motherboard and DDR4 memory.
I’ve had trouble finding a reasonably priced 5700X3D, so I’ll compare it with the 5800X3D and make sure the seller is reputable.

That makes sense. I was assuming no thread reaching 100% meant the CPU couldn’t be the problem, but the frame drops are definitely noticeable.
