East US 2 can have capacity constraints too, so I wouldn’t treat it as a guaranteed solution. The best choice depends on where your users, data, and connected services are located, along with the exact Databricks SKU and node sizes you plan to use.
Since you’re deploying Databricks, compare both regions for workspace availability, supported features, quota limits, and network latency to your data sources. If latency and data residency aren’t strict requirements, try deploying a small test workspace in each region and use the one with better capacity and provisioning times.
Between those two, East US 2 is probably the safer choice. East US is often close to capacity, which can make deployments slower and require quota requests for new subscriptions. That said, capacity can change, so check the current availability of the specific Databricks resources and VM types you need.
