I bought a prebuilt PC expecting it to handle games such as Counter-Strike 2 and VALORANT, but both run very choppily. The system has a Ryzen 5 5600GT with integrated AMD Radeon Vega graphics, 16GB of DDR4-3200 memory, a 512GB NVMe SSD, and a 550W 80 Plus Bronze power supply. It does not have a dedicated graphics card. What can I do to improve gaming performance, and which component should I upgrade first?

The hardware was marketed a bit generously as a gaming PC. The five RGB fans may make the system look impressive, but they do not improve frame rates. If you bought it recently and it was advertised as being suitable for 1080p gaming, returning it for a refund or exchanging it could be worth considering. Otherwise, a dedicated graphics card is the sensible first upgrade.
The main problem is that this system does not have a dedicated graphics card. The integrated Vega graphics can handle lighter games, but they are limited for modern 1080p gaming. The Ryzen 5 5600GT itself is usable, so adding a graphics card should make the biggest difference. Before buying one, check the exact power supply model, case clearance, and available power connectors. You can also try lowering the resolution to 720p and setting every game option to Low, but smooth 1080p performance may still be unrealistic without a dedicated GPU.
For now, reduce all graphics settings, use a lower resolution, make sure the monitor cable is connected to the correct video output, and update the AMD graphics driver. Also check that the system is using dual-channel memory, since integrated graphics benefit from faster memory bandwidth. These steps may help, but the real limitation is still the lack of a dedicated GPU.
So the processor and 16GB of RAM are not the first things I need to replace? I should focus on finding a compatible graphics card instead?

The integrated graphics are roughly in entry-level dedicated-GPU territory, so some older or less demanding games may work, but you should expect low settings and reduced resolution rather than consistent 1080p performance.
