I'm putting together my first PC and would appreciate a second opinion before ordering everything. Are any of these parts interchangeable with cheaper options while keeping similar performance? Here's the parts list: https://pcpartpicker.com/list/Qs3yxf

The build looks solid overall, so there isn’t anything that absolutely needs changing. One option worth comparing is the Radeon RX 9070 XT instead of the RTX 5070. Depending on current prices and the games or software you use, the 9070 XT may offer noticeably higher performance for a similar cost.
You could consider a Ryzen 5 7600X instead of the 9600X, or possibly a 7500F if you find a trustworthy deal. These processors run fairly cool, so a basic Thermalright Assassin X120-style cooler should be enough instead of a large dual-tower model. The RTX 5070 can technically run with a 650W power supply, but stepping down to a quality 750W unit would still give you comfortable headroom. For memory, using a single 16GB stick could lower the initial cost, although 32GB in a matched kit is preferable for performance and the savings may not be substantial.

What are the main differences between those two graphics cards?
