My Windows 11 Pro system repeatedly becomes nearly unusable when downloading, installing, or extracting large files. The SSD reaches 100% active time, response times exceed 1000 ms, and transfer speed often falls to 0 MB/s. The System process is usually responsible. Usage briefly drops to around 1% before immediately jumping back to 100% in a repeating cycle.
The problem is especially easy to reproduce when downloading or installing large games such as Counter-Strike 2. Sometimes it eventually clears up, but the issue always returns. The SSD works normally when I boot Linux Mint from a USB drive and mount it, with no noticeable lag or stalls. CrystalDiskInfo reports the drive as 100% healthy. Windows Safe Mode also works normally, with disk usage staying near 0%.
I have tried changing pagefile settings, disabling services, editing registry settings, updating SATA drivers through Device Manager, creating unallocated space from Linux, and formatting a new Windows volume. None of these fixes worked permanently. I cannot wipe or reformat the C: drive because I need to preserve my files.
The system has an Intel i5-9400F, GTX 1060 6GB, 16GB of RAM, and a KingSpec P3 512GB SSD. What could be causing this Windows-only storage problem, and how can I troubleshoot it without losing my data?

Windows Search indexing could be contributing to the spikes, especially after downloading or extracting many files. Safe Mode working normally suggests that a service, startup application, filter driver, or other background component loaded in regular Windows may be involved. Try monitoring which process or service starts the disk activity when the problem appears, rather than relying only on the overall percentage.
Even if CrystalDiskInfo says the SSD is healthy, it is still worth checking its SMART details and backing up important files before doing more testing. A drive can report a normal health percentage while having performance problems under sustained writes. The fact that Linux works normally makes a Windows driver or software conflict more likely, but it does not completely rule out the SSD or its firmware.
