I'm building my first PC in Japan and I'm deciding between the dual-fan and triple-fan versions of the ASUS RX 9060 XT 16GB. The triple-fan model costs about ¥6,000 ($40) more, and I'm wondering whether the extra cooling is worth it or if the dual-fan card is already sufficient. I'm considering a Ryzen 5 9600X and want to play games such as CS2 at 1440p with more than 300 FPS if possible. My total budget is under ¥200,000, and I'll be buying the parts from Amazon Japan. I'm still unsure which motherboard, power supply, CPU cooler, RAM, storage, and case to choose.

The RX 9060 XT doesn’t use enough power to require three fans. A good dual-fan model should cool it properly and can still run quietly. Triple-fan cards may have a lower fan speed under load, but the difference in temperature and noise is likely to be modest.
For this GPU, the dual-fan version is probably the better value unless the triple-fan model has a substantially better cooler or is only slightly more expensive. A triple-fan card will also be longer and heavier, so make sure it fits your case and consider a support bracket if it sags. Either version should be capable of excellent CS2 performance when paired with a Ryzen 5 9600X; around 400 FPS at 1440p with competitive settings is realistic depending on the map and settings.
I’ve used both dual- and triple-fan versions of this class of GPU, and the practical difference was tiny: both stayed quiet and around 50°C in my setup. Since the 9060 XT is not especially hot, choose based on price, dimensions, reviews, and availability. The remaining budget would likely be more useful for a reliable power supply, decent airflow case, and enough RAM and storage.
Three fans aren’t automatically quieter. Noise depends on the heatsink design, fan quality, fan curve, and thermal interface material. In practice, both versions should perform similarly, so compare the card’s reviews, dimensions, warranty, and price rather than judging only by the number of fans.
