I have an MSI B650M Gaming Plus WiFi motherboard with a small three-lead surface-mounted component that appears to have shifted onto the neighboring pad. The nearby component may also be damaged, while the displaced one seems to be hanging by one leg. Is this part important, and would it be safe to power on the board in this condition?

Those appear to be SMD transistors or a similar type of surface-mounted component. One looks like it has been torn away, and the neighboring component may be damaged as well. I would avoid powering on the motherboard until the parts and surrounding pads have been inspected and repaired by someone experienced with board-level soldering. Applying power could cause further damage if there is a short or an open connection.
The lower component still looks intact; the displaced one is hanging on by a single leg, so I’m going to leave the board unpowered until it can be properly checked.
