What PC build would handle demanding games, Discord, Spotify, and occasional recording under $1,500?

I'm looking to build a gaming PC in the United States that can run demanding games such as Gears of War, ARMA, Mound of Cthulhu, GTFO, and similar titles smoothly. I'd also like enough performance to use Discord, Spotify, and occasional recording or clipping software at the same time. Recording is optional and mainly for saving gameplay memories. My maximum budget is $1,500, but I'd prefer to spend less. I don't currently have a case and would like to choose one myself, so please clarify whether the case should be counted separately. I also don't think I'm located near a Micro Center.

A $1,500 budget should be enough for a strong gaming system that can handle those games while running Discord, Spotify, and lightweight recording software. Before choosing parts, clarify whether the budget covers every component except the case, and which resolution and refresh rate you want to target. Also check whether you have access to a nearby Micro Center, since its CPU-and-motherboard bundles can sometimes reduce the total cost.
