I'm currently using an RTX 4060 Ti 8GB with an Intel i9-13900K, 32GB of RAM, and a 750W power supply. I'm looking to spend around $1,000 on a graphics card and possibly a new PSU so I can play at 4K more comfortably. What upgrade would offer the best value, and is replacing the 750W unit necessary?

An RX 9070 XT or RTX 5070 Ti would both be reasonable 4K upgrades. The 9070 XT is usually the better deal, while the 5070 Ti may be preferable if you specifically want Nvidia features such as DLSS, which can be useful in demanding newer games at 4K.
The RTX 4070 Ti Super is another possible option, especially if you find one at a good price, but it is usually less attractive than the newer 9070 XT or 5070 Ti when comparing performance and cost.
The 9070 XT has generally been stable in current use. Some people report occasional driver timeouts, but they seem uncommon rather than a constant problem. It handles ultrawide 1440p very well and should be a major step up from the 4060 Ti for 4K gaming.
The Radeon RX 9070 XT is probably the strongest value in this price range. It offers performance close to the RTX 5070 Ti while often costing substantially less, leaving room in the budget for a quality power supply if you actually need one.
You may not need a new PSU immediately. A good-quality 750W unit can likely handle the upgrade, although the i9-13900K is fairly power-hungry. If the PSU is older, low-end, or you want extra headroom, an 850W model from a reputable brand would be a sensible replacement.
That’s my main hesitation with the AMD option. FSR has improved, but DLSS still tends to have an advantage in image quality and support in some new or demanding games.
