I recently upgraded from an RTX 3060 to an RX 9070 XT 16GB that I bought used for $400. My system has a Ryzen 7 9800X3D, and after using DDU to remove the old graphics drivers, I tested Rust at 1080p on low settings and 1440p with higher settings. I'm averaging around 140 FPS, with only about a 10 FPS difference between resolutions. I expected closer to 180 FPS or more, so I'm wondering whether Rust is limiting performance because of the CPU, server, player count, or nearby buildings. Would reinstalling Windows help, or is this about what I should expect from this hardware?

You could try frame-generation or an app such as Lossless Scaling to make motion look smoother, but that won’t increase the game’s true FPS or reduce the CPU bottleneck. For an actual performance comparison, test the same area and server conditions as a benchmark video, since normal gameplay can vary a lot.
Your server and surroundings can have a huge impact. Player count, bases, deployables, terrain, and nearby fights all add work for the CPU. A busy 400-player server with a jungle village is basically a worst-case scenario, so 140 FPS sounds reasonable. Rust performance also isn’t very repeatable—two players with the same components can see very different results depending on where they are looking.
Rust is extremely CPU- and simulation-heavy, so upgrading from a 3060 to a much faster GPU may not improve your FPS much. A 9800X3D is already near the top for this game, and even systems with much faster graphics cards can sit around 100–120 FPS at 1080p in busy areas. You might see 160–180 FPS when looking at empty terrain, but there isn’t really a hardware upgrade that will guarantee that everywhere. A Windows reinstall probably won’t make a meaningful difference.
