I'm running an i7-9700K overclocked to 4.6 GHz on all cores with a GTX 1080 Ti. I'd like a worthwhile GPU upgrade without rebuilding the rest of the system yet. I mainly play at 1080p with a 144 Hz monitor, mostly competitive FPS games, though I also play games like Assassin's Creed and Souls-likes. I may upgrade to a 240 Hz or 300 Hz display later. What GPU would offer a noticeable improvement without being excessively limited by the CPU?

The RX 9060 XT with 16GB is another option worth considering. It should provide a clear step up from the 1080 Ti, and the extra VRAM is useful for newer games. The XFX Swift OC 16GB model is a decent value choice if you want a factory-overclocked card, though check temperatures and power limits before applying another overclock.
If you want to avoid buying more GPU than the processor can consistently feed at 1080p, something in the range between an RTX 2080 Super and RTX 4070 is a reasonable match. A used RTX 2080 Ti or a similar modern card could work well, but I wouldn’t go much higher unless you plan to play at 1440p or 4K.
For a 1080p high-refresh setup, I’d prioritize the games you actually play rather than chasing the highest-end GPU. A 9060 XT 16GB, RTX 4070-class card, or comparable Radeon model should be plenty for a major upgrade, but competitive titles may still be CPU-limited. Also, a per-core CPU overclock can sometimes be more useful for gaming than simply running every core at the same frequency.
