The Pentium J2900 is an older Bay Trail processor, so try installing an older Ubuntu Server LTS release with a more mature kernel, then update it after the system is stable. If an older kernel boots normally, that would strongly suggest an incompatibility with the newer kernel rather than a failing Ubuntu installation.
