I recently picked up a Ryzen 5 5500X3D to pair with my RTX 3060 Ti, but I'm considering a graphics card upgrade. I mainly want strong 1440p performance while keeping 4K gaming as an option, ideally without spending a fortune. What GPUs offer the best value for this kind of upgrade?

The RTX 5070 is a solid 1440p upgrade from the 3060 Ti and gives you features like DLSS. It can also manage 4K in supported games with upscaling, although the price needs to be reasonable for it to make sense. The 5070 Ti is closer to the RX 9070 XT in performance but costs more.
Be careful with lower-end cards that only have 12GB of VRAM if you plan to keep the GPU for several years. They can be perfectly good for 1440p, but 4K textures and newer games may benefit from 16GB or more. Also, double-check the processor model—the chip you mentioned is the Ryzen 5 5500X3D.
