Why Are Two of My PC Fans Running at Full Speed in Windows?

After moving my PC and plugging it back in, two of my four fans immediately ramp up to 100% once the motherboard logo disappears and Windows starts loading. They stay at full speed even while the computer is idle. CPU temperatures are normal, BIOS settings appear unchanged, and no startup applications seem responsible. What could be causing this, and how can I troubleshoot it?

With the PC completely powered off and unplugged, disconnect the affected fans and reconnect them firmly. You can also try moving them to different motherboard headers to determine whether the issue follows the fan or the header.

I tried disconnecting and reconnecting them, and I also switched the connectors around, but the fans still run at full speed.
