Two PC Fans Run at Full Speed After Windows Starts

I recently moved my PC, and after reconnecting everything, two of its four fans immediately ramp up to 100% once the motherboard logo disappears and Windows begins loading. They stay at full speed even while the system is idle, despite normal CPU temperatures. BIOS settings and startup applications appear unchanged, so I suspect a Windows-related fan-control issue. What should I check to find the cause?

With the PC fully powered off and unplugged, disconnect and reconnect the affected fans. It may also help to try different motherboard headers or check whether the fan hub connections were disturbed during the move.

I already unplugged and reconnected the fans and tried switching their connectors around, but the fans still run at full speed.
