If I uninstall an app from my Windows account, will it be removed for everyone?

I share a Windows laptop with my siblings, and I have the administrator account. The C: drive has only about 900 MB of free space left. My sister has Adobe Photoshop and Illustrator installed, but neither of us uses the other person's software. If I uninstall those programs from my account, will they disappear from all user accounts too? I'm also trying to understand whether installing programs for all users wastes extra storage, and what the best approach is for freeing up space safely.

Some installers let you choose between installing for the current user or everyone, while others decide automatically. The difference is mainly where the program files and user-specific settings go; either way, an installed program uses disk space.
