Is This $2,400 Gaming PC Build Balanced?

My brother is putting together a gaming PC with a budget of around $2,400. He has most of the parts selected, but the graphics card currently listed is only a fallback option. He may try to find a better GPU through used-market listings, so please evaluate the overall build while keeping that upgrade plan in mind. Are any components overpriced, mismatched, or worth replacing for better gaming performance?

The priorities are backward if nearly $300 is going toward an AIO while the graphics card is a low-end option for this budget. For gaming, put more of the money into the GPU first. A cheaper cooler is sufficient, and a case with better airflow plus an 850 W ATX 3.1 power supply would make more sense for a higher-end graphics card.

That GPU is just a last-resort option, not the card he plans to use if he finds a better one at a reasonable price.

A stronger alternative would use a Ryzen 7 9800X3D, a less expensive 360 mm cooler, a reasonably priced B850 motherboard, and DDR5-6000 CL30 memory. A less expensive PCIe 4.0 SSD is plenty for gaming unless he has workloads that specifically benefit from a DRAM-equipped drive. The savings could go toward a much faster GPU, such as an RX 9070 XT, while still keeping the total around $2,250.

The 3060 isn’t intended to be the final card. It’s only included as a fallback in case he can’t find a better deal on the used market.

At this budget, the build should deliver considerably more gaming performance. The listed RTX 3060 is especially poor value at roughly $575; even as a temporary choice, spending that much on it would be hard to justify. The CPU, cooler, motherboard, memory, SSD, case, and power supply can also be adjusted to save money or improve performance.
