I have some money available for a CPU upgrade and currently use a Ryzen 7 5700X with an RTX 5070. CPU-intensive games are giving me poor performance, while the GPU generally does not seem to be the limiting factor. I considered moving to AM5, but DDR5 memory, a new motherboard, and a newer CPU would cost enough that I might as well build an entirely new system. Would upgrading to a 5800X3D be a worthwhile gaming improvement, or should I keep my current setup and wait for AM5 and memory prices to become more reasonable? I mainly want a short-term gaming upgrade and would prefer not to replace my GPU soon.

If you can find the 5800X3D around the lower end of its used or sale pricing, it is a sensible drop-in upgrade. If it costs around $350 or more, I would be much less enthusiastic, since the performance increase over the 5700X is not equally large in every game. Check the specific games and monitor your CPU and GPU usage first—if the GPU is already near full utilization, a CPU upgrade will not help much.
The 5800X3D is especially compelling for games that benefit from large cache and better frame-time consistency, but the improvement varies by resolution and title. A previous upgrade from a Ryzen 7 3800X to a 5800X3D made a very large gaming difference, while productivity workloads changed much less. For your setup, it is a good final AM4 upgrade, just not necessarily the best value if AM5 pricing becomes manageable.
The 5800X3D can be a strong gaming upgrade from the 5700X, especially in CPU-limited games. Its extra cache often improves average frame rates and 1% lows, and your RTX 5070 is capable enough that the CPU can be the limiting part in some titles. If you want to stay on AM4 and find one at a reasonable price, it makes sense—but it is the final meaningful CPU upgrade for that platform.
If you stay with AM4, make sure your motherboard BIOS supports the 5800X3D and use adequate cooling. Also compare its price with newer chips before buying; if the 5800X3D is only slightly cheaper than an entry-level AM5 bundle, the newer platform is the better long-term choice. Otherwise, waiting is completely reasonable—the 5700X is still capable, and the 5070 is not urgently demanding a platform change.
I would either keep the 5700X and wait, or sell the current motherboard, CPU, and memory and use that money toward an AM5 system. Paying a high price for a 5800X3D gives you a noticeable improvement, but it still leaves you on a dead-end platform. A reasonably priced AM5 chip such as a Ryzen 5 7600X or 9600X can offer similar or better gaming performance while leaving room for future upgrades. Your RTX 5070 should be fine for quite a while unless you move to demanding 4K gaming.
That is what makes it tempting. I mostly want a quick gaming upgrade, but current DDR5 prices make a full AM5 switch much harder to justify.
