Why does Docker Desktop appear over full-screen apps on macOS?

Whenever I launch Docker Desktop on my Mac, it sometimes opens in front of whatever application I'm using in full-screen mode. I have to switch focus to the desktop first to avoid it, but that's easy to forget. Exiting and re-entering full-screen mode usually doesn't fix the problem and can leave the affected app with a non-interactive duplicate window beside the working one. So far, the only reliable recovery has been force-quitting and reopening that application. Has anyone found a proper fix or workaround?

The most reliable way to avoid this is to stop using Docker Desktop and manage Docker from the command line or with another approved GUI. Unfortunately, that may not be practical if Docker Desktop is required by your workplace.

That’s unfortunately the issue here—Docker Desktop is the only GUI management tool approved at work, so replacing it isn’t really an option.
