I have an HP EliteBook 845 G11 running the latest Realtek network driver, version 172538.exe. The internet connection sometimes stops working completely, then occasionally comes back after I uninstall and reinstall the driver. When it does work, the speeds are often very poor. I have already tried several troubleshooting steps, but nothing has fixed it. What else should I check?

Make sure you are using the driver supplied for this exact HP model rather than one from a generic driver-updater tool. Download the current Ethernet or wireless driver from HP first, then uninstall the existing driver and install the downloaded package. Since uninstalling may remove your connection, save the installer locally beforehand. If the official HP package is already installed and the problem continues, try an older version or use Device Manager's Roll Back Driver option if it is available.
Because reinstalling the same driver only helps temporarily, test whether this is actually a hardware or connection issue. Check whether both Wi-Fi and Ethernet are affected, compare the speed with another device on the same network, and try a different network or USB network adapter. If the built-in adapter fails across multiple networks even after trying an older HP driver, it may need HP warranty service or replacement rather than another reinstall.
The fact that reinstalling temporarily restores the connection may point to power-management settings rather than a faulty driver. In Device Manager, open the network adapter's Properties and, if available, disable “Allow the computer to turn off this device to save power.” In the Advanced tab, disable settings containing terms such as Energy Efficient Ethernet, Green Ethernet, or EEE. For Wi-Fi, open the advanced power-plan settings and set Wireless Adapter Settings to Maximum Performance for both battery and plugged-in use. If those options are missing or do not help, the adapter or its driver may require a different approach.
I couldn't find a power-management option for the adapter, and changing the general power settings didn't make a difference.

I downloaded the driver directly from HP, but the connection problem still happens.
