My GTX 1650 failed a few months ago, and I need a replacement that works with my current system but can also carry over to a planned AM5 upgrade in roughly six to twelve months. I'm considering an RX 9060 XT, but I'm worried it would be excessive with my current i7-3770 and might suffer from severe bottlenecking or stuttering. Should I buy the newer card now, or use something weaker as a temporary solution?

The main question is how certain your upgrade schedule really is. If the AM5 build might be delayed because of cost, the 9060 XT could spend a long time being limited by the i7-3770. A cheaper used GPU lets you save for the rest of the platform instead of letting the new card’s warranty period run while it cannot perform properly.
For a temporary setup, a used RTX 3060 12GB or RTX 2070 Super would make more sense financially. They should be a substantial improvement over the failed GTX 1650 without spending several hundred dollars on a card that will be severely underused for months. AMD alternatives such as a used RX 6600 or RX 7600 are also worth considering if priced well.
If you’re definitely moving to the AM5 system within the next six to twelve months, buying the RX 9060 XT now is reasonable. The i7-3770 will bottleneck it heavily in many games, so you won’t get its full performance immediately, but the card can be reused in the new build. The PCIe 3.0 connection should only cause a small performance loss by itself; the old CPU is the much bigger limitation.
A bottleneck usually just means lower average performance, but in some CPU-limited games the mismatch can also produce inconsistent frame times or microstutter. It’s worth checking benchmarks for the games you actually play.
Check the 650W power supply carefully before installing a modern GPU. It may have enough rated wattage, but its age and quality matter more than the number on the label. If it is an older or poorly reviewed unit, replacing it with a reputable modern model would be a safer choice, especially when the AM5 system is built.

Since the current system uses DDR3, switching to AM4 would still require new memory and a motherboard, so it may not be a significantly cheaper path than the planned AM5 build unless you find a particularly good used deal.
