I recently bought Helldivers 2, but my i7-4790 seems to bottleneck my RTX 3060 during gameplay. Other games, including Red Dead Redemption 2, War Thunder, and Star Wars Battlefront II, run well with high-quality settings. My system has an i7-4790, RTX 3060, and 28GB of RAM. I've already tried various game, Windows, and system optimization guides. Raising GPU-heavy settings to Ultra only improved performance by around 5–8 FPS, and I'm currently getting about 40 FPS at best. Is there anything else I can do to work around the CPU limitation without replacing my computer?

Lossless Scaling or another frame-generation tool might make motion look smoother if the game provides enough stable frames, but it won’t increase the CPU’s actual simulation performance and can add latency or visual artifacts. For a reasonably priced upgrade, a modern budget CPU platform with a compatible motherboard and 16GB or more of suitable memory would be a much better long-term solution. Make sure the memory is installed in a supported dual-channel configuration, but having 28GB by itself is unlikely to be the main cause of this bottleneck.
Helldivers 2 is particularly demanding on the CPU, and a four-core, eight-thread i7-4790 is going to struggle with newer games. There isn’t really a setting that can remove a genuine CPU bottleneck. You can close unnecessary background programs and try lowering CPU-heavy options, but the gains will probably be small. A platform upgrade involving the CPU, motherboard, and RAM is the real fix.
