My used RX 580 8GB 2048SP only draws about 100W and runs at roughly 1286 MHz while I have Steam and Silent Hill 2 Remake open. I'm worried the low power draw is limiting my frame rate. The card came from a friend, so I don't think it was used for mining, but I'd like to know what could be causing this and how to troubleshoot it. My system has a Ryzen 5 3600, a B450M Pro-M2 Max motherboard, and 16GB of DDR4-2933 memory in a single stick. GPU temperatures are around 65°C, while CPU temperatures usually stay between 60°C and 70°C.

Power draw by itself doesn’t tell you whether the card is working properly. Check GPU utilization, CPU utilization, clock speeds, and temperatures while the game is running. If the GPU is near 95–100% usage, around 65°C, and maintaining its expected clock, then roughly 100W may simply reflect the workload or the limits of this particular 2048SP model. If GPU usage is low while the frame rate is poor, the bottleneck may be the CPU, memory configuration, game settings, or another software issue.
The GPU is around 65°C and the CPU is generally between 60°C and 70°C. I’ll check the actual GPU and CPU utilization during gameplay as well, since the temperatures alone don’t show what is limiting performance.
