My Dell Precision 3510 has a full-size HDMI output, while my display setup uses a DisplayPort splitter connected to a monitor. I'm looking at an adapter with an HDMI male plug for the laptop and a DisplayPort female port for the splitter. Is the correct connection HDMI out from the laptop into the adapter, then DisplayPort out from the adapter to the splitter and monitor?

Yes, that is the intended connection: plug the adapter’s HDMI male end into the laptop’s HDMI output, then connect a DisplayPort cable from the adapter’s DisplayPort socket to the splitter or monitor. Make sure the adapter specifically supports HDMI-to-DisplayPort conversion and is an active adapter, since the signal directions aren’t automatically interchangeable.

Be careful if you’re using the splitter to drive two separate monitors. HDMI-to-DisplayPort conversion may work for a single display, but many DisplayPort multi-monitor splitters require a genuine DisplayPort source and won’t provide independent screens from an HDMI output. If the splitter only duplicates one image, it should be less of an issue; otherwise, check that the adapter and splitter explicitly support the display setup you want.
