My mouse and keyboard receive power during startup and work in Windows Recovery, but they stop responding as soon as normal Windows loads. I've tried several fixes, including resetting the PC, but the problem remains. Since both devices work in recovery, what can I try next to get them working in Windows?

A full reset not fixing it suggests Windows may be retaining the same driver problem, or the issue could be tied to the installation itself. If System Restore and update removal do nothing, create Windows installation media on another computer and perform a clean installation after backing up important files. Also check the BIOS for USB or legacy USB support settings before reinstalling.
Because both devices work in recovery, the hardware and USB ports are probably okay. Try entering the recovery menu again and use Advanced options to remove the latest quality or feature update, run System Restore, or boot into Safe Mode. If Safe Mode also has no input, System Restore or removing a recent Windows update may be more useful than another reset.
Use a basic wired keyboard and mouse connected directly to the rear USB 2.0 ports, avoiding front-panel ports, hubs, wireless receivers, and RGB software. From Recovery, try Startup Settings, uninstall recent updates, or restore to a point from before the issue began. Once you regain control, reinstall the chipset and USB drivers from the computer or motherboard manufacturer.
Safe Mode has the same issue—the keyboard and mouse only work in Windows Recovery.
