I'm planning a gaming PC build in the United States with a budget of roughly $3,000, though I could stretch to $3,000–$4,000 for worthwhile upgrades. I'd like it to remain useful for at least five years. I started gathering parts several years ago, before DDR5 became common, and would prefer to reuse what I already own if that makes sense.
The parts I have are a Thermaltake Toughpower Grand RGB 850W 80+ Gold fully modular power supply, a Thermaltake Tower 900 Black Edition case, two Thermaltake Pacific M360 Plus D5 reservoir/pump water-cooling kits, extra tubing, and 32 GB of DDR4 memory. I was originally thinking of using separate cooling loops for the CPU and GPU, but I'm open to changing that if it would be more practical.
I'd prefer an NVIDIA graphics card and an Intel processor because I'm familiar with GeForce software and have historically found Intel systems straightforward to install. However, I haven't followed PC hardware in several years and don't know whether those preferences still make sense or whether AMD would be just as easy to work with now.
I may not purchase everything until after the next tax season, so I'm mainly looking for guidance on how to catch up on current hardware, evaluate component value, and determine which parts are worth reusing. I'd also appreciate advice on whether a custom water-cooling loop is sensible for this build, along with recommendations for reliable build-planning resources.

A custom loop is considerably more involved than installing either brand of CPU. Since you haven’t built a PC in over five years, I’d strongly consider starting with a high-quality air cooler or an all-in-one liquid cooler unless you specifically want the project of maintaining a custom loop.
If you do proceed, watch recent water-cooling guides that cover leak testing, pump and reservoir placement, drain ports, tubing runs, coolant maintenance, and the risks of leaks. Your existing kits may also be several generations old, so check their condition and compatibility before designing the rest of the system.
CPU installation shouldn’t really be a deciding factor between Intel and AMD anymore. Modern AMD desktop processors use an LGA socket, so the installation process is broadly similar to Intel. Choose based on current performance, platform features, pricing, and upgrade options rather than assuming one is easier to install.
Also, if you won’t be buying until next tax season, it’s probably too early to finalize a parts list. CPU and GPU prices, available platforms, and even the best choices could change significantly over the next several months. Use the time to learn the current basics, but ask for a complete build recommendation when you’re ready to purchase.
