I replaced my RTX 3070 with a 9060 XT, and afterward the computer stopped posting. The CPU, DRAM, and VGA debug lights cycle repeatedly. RGB lighting turns on and the fans spin, but the system never boots. I reinstalled the 3070, but the behavior stayed exactly the same. I've reseated the components, tried a single RAM stick, cleared the CMOS, removed both M.2 drives, disconnected peripherals, and even tested the motherboard outside the case with no graphics card installed. The system still gets stuck in the same debug-light loop. The hardware is a Ryzen 7 3700X, an ASUS TUF X570-Plus WiFi motherboard, and a 650W power supply. What should I test next?

Since it behaves the same with either graphics card—and even without one—this probably isn’t a GPU or driver problem. The key next test is another known-good power supply. Also reseat the 24-pin motherboard cable, the CPU EPS cable, and every modular connection if the PSU is modular. A failing PSU or a loose power connection can cause all three debug indicators to cycle.
You’ve already ruled out the operating system and storage by removing the M.2 drives, and clearing CMOS was worth trying. At this point, use the minimum hardware setup: motherboard outside the case, CPU and cooler installed, one RAM stick in the recommended slot, PSU connected, and a graphics card installed because the 3700X has no integrated graphics. Disconnect front-panel USB devices and everything else. If it still loops, test with known-good RAM, PSU, or CPU if possible.
Inspect the PCIe slot and motherboard carefully for damage or anything that may have shifted during the swap. The broken retention clip by itself usually won’t stop a system from posting if the card is seated properly, but check that the card is fully inserted and supported. Also verify the CPU power connector wasn’t loosened while working around the graphics card.
An outdated motherboard BIOS can sometimes cause compatibility issues with a newer graphics card, but because the original 3070 now fails too, BIOS compatibility is less likely to be the immediate cause. If the board can reach its recovery or flashback feature, updating the BIOS may be worth trying, but I’d test the PSU and core components first.

I’m going to test it with a friend’s PSU next. I’m really hoping the motherboard or PSU is the problem rather than several components being damaged.
