I can assemble this complete PC for about $1,750 USD through a combination deal and parts from local shops. The current parts are an Intel Core Ultra 9 285K, Gigabyte Z890 Aorus Pro Ice motherboard, 32GB DDR5-6400 memory, Samsung 990 Pro 1TB NVMe SSD, Gigabyte RTX 5060 Ti Eagle OC Ice 8GB, Gigabyte Eagle 360 Ice 360mm liquid cooler, Gigabyte 850W PG5 ATX 3.1 power supply, and an NZXT H6 Flow RGB case.
I realize the Core Ultra 9 is substantially more powerful than necessary for an RTX 5060 Ti, but the processor and motherboard bundle is unusually inexpensive. My main concerns are how severe the GPU limitation would be at 1440p gaming and in simulation workloads, and whether 8GB of VRAM will become a serious problem over the next few years. I have since found an RTX 5070 with 12GB of VRAM for about $180 more, so I am leaning toward using that instead. Would the rest of the build be suitable with the RTX 5070, or should I redistribute money from the motherboard, SSD, case, or cooler toward an even stronger graphics card?

The main issue is not that the CPU is too powerful; it is that too much of the budget is going into the processor, premium motherboard, branded SSD, white aesthetics, and a 360mm AIO instead of the GPU. For a gaming-focused build, a less expensive CPU, board, air cooler, and case could potentially free enough money for a significantly faster graphics card with 16GB of VRAM.
If the Ultra 9 bundle really costs only a few dollars more than the Ultra 7 option, taking the Ultra 9 is reasonable, especially if you also do CPU-heavy simulations or other productivity work. Just do not choose it because you expect it to improve gaming performance with this graphics card. The 850W supply is more than adequate for an RTX 5070, assuming it is a reputable, properly functioning unit.
The RTX 5070 is a much better match than the 5060 Ti, although the Core Ultra 9 will still be more CPU than a gaming system needs. At 1440p, the graphics card will generally be the limiting component, which is normal and preferable here. The 5070 should also age better because its 12GB of VRAM gives you more room for modern textures and higher settings.
The 8GB RTX 5060 Ti would be the weakest part of the original configuration for a new 1440p system. It can work if you are willing to lower textures or use upscaling, but newer games are already making 8GB less comfortable. Paying the extra $180 for the RTX 5070 is sensible, though compare its local price with any 16GB alternatives before buying. Also make sure the case has good airflow and that the large radiator does not create clearance problems.

That is basically my thinking. The unusually cheap CPU bundle is difficult to pass up, and I can replace the graphics card later if the platform lasts.
