I'm troubleshooting an older Siemens HiPath 150E telephone system at a hotel and could use some guidance. The installation has three reception phones plus one phone in each guest room. Before recent electrical work, every phone worked except one reception phone, which already had no power or connection at its socket.
About a week ago, workers installing refrigerators switched several electrical panels and breakers off and on. They did not enter the server room, but afterward every telephone socket in the hotel lost both power and connectivity. The rest of the hotel's electrical systems and network are operating normally.
The HiPath unit appears to receive power. When it starts, it sometimes beeps and makes noise, and several LEDs flash, but the indicators are behind a cover and I don't yet know what they mean. I also can't access the equipment again until Monday. The rack is built into a narrow space, making the rear of the patch panels difficult to inspect.
What should I check first? Could this be a failed power supply, an internal fuse, an accidentally switched-off rocker switch, or a problem with the patch-panel connections? Is there a safe way to inspect the rear connections without removing the patch panels, and could using a network cable tester on telephone-system ports damage the PBX?

Avoid using a normal Ethernet cable tester on ports connected to the PBX. Some testers apply voltage or send signals that can damage telephone-system line circuits; a similar mistake has been known to blow an extension fuse in older systems. Use a suitable telephone-line tester or first disconnect the cabling from the PBX and test only the passive wiring.
Start with the simple checks: confirm the HiPath power cord, outlet, and any external breaker or switched socket. If the unit has power but every extension is dead, the internal power supply or an internal fuse is a strong possibility, especially if the system is old and failed after a power interruption. When you can access it, document the LEDs and beep pattern and compare them with the service manual rather than guessing.
Check whether the front cover or mounting position has exposed an on/off rocker switch. If the equipment has shifted or the cover has broken, the switch may simply be in the off position. Also inspect for a replaceable fuse, but disconnect power and follow the manufacturer’s safety procedure before opening the unit. Don’t bypass a fuse or repeatedly power-cycle it if there are unusual sounds or smells.
Since every phone failed at once, a single bad room cable or patch-panel connection is unlikely. First determine whether the PBX is generating extension power at its ports. If it is not, concentrate on the PBX power supply, fuse, alarm state, or main controller. If it is, trace the common patching point rather than removing every panel immediately. Take photos and label each connection before disturbing anything.
The rack is extremely narrow, so I may need a small inspection camera to view the rear. It also looks narrower than a standard 19-inch rack, which may explain why access is so limited.

There is definitely power reaching the unit, but I can’t currently see the indicators behind the cover. I’ll check the LED and alarm pattern against the documentation when I can get back into the room.
