I'm currently using a Ryzen 7 5700X3D with a Radeon RX 6700 XT and playing Stalzone at 1080p. The game usually runs around 160–200 FPS, but the GPU sits near 80% usage. When I open OBS to record or stream, performance becomes unstable and drops to roughly 100 FPS. Would upgrading to an RX 9070 or 9070 XT make a noticeable difference, or would that be excessive for this CPU and resolution?

The 5700X3D is still capable of handling a much faster graphics card, so either the RX 9070 or 9070 XT would work well. You could even pair that CPU with a substantially stronger card without a major issue. That said, at 1080p you may run into game or CPU frame-rate limits, so moving to 1440p—or even 3440×1440 ultrawide—would let you get more value from the upgrade.
Before replacing the GPU, check which encoder OBS is using. Your current x264 Very Fast preset uses the CPU, and streaming can reduce game performance even with a 5700X3D. Try the Radeon hardware encoder, AMD AMF, instead. It should move most of the encoding workload to the GPU and may greatly reduce the FPS drop. If the game still performs poorly while streaming, then a GPU upgrade makes more sense.
I’m currently using x264 with no scaling, CBR at 6000 Kbps, a zero-second keyframe interval, and the Very Fast preset.
An ultrawide 3440×1440 display is worth considering, but I’ll at least look into moving to regular 1440p.
