I'm saving around $1,600–$1,800 for a new gaming PC and I'm deciding whether to use a 1440p or 4K display. I'm planning to build around a Ryzen 5 9600X, and I'm currently gaming on a laptop with an RTX 4060 connected to a 1080p monitor. Would the Radeon RX 9070 XT be a worthwhile choice for 4K gaming, or would 1440p provide a better overall experience for the money?

Your monitor size and refresh-rate goals matter a lot. A 32-inch or larger display, or a TV used from farther away, makes 4K more worthwhile. For a smaller monitor or 100–165 FPS gaming, 1440p is the better fit and will let the 9070 XT run more demanding settings with less upscaling. Either way, it will be a huge upgrade from 1080p.
The RX 9070 XT is a strong 4K card, especially if you're comfortable using FSR. Many games can run around 60 FPS at 4K with a mix of high and ultra settings, and newer titles may benefit from FSR 4 or frame generation. Just don't expect native 4K, maximum ray tracing, or path tracing at high frame rates in the most demanding games.
The Ryzen 5 9600X is a reasonable pairing, although an X3D processor could be worth considering if your budget allows and you play CPU-heavy games. Prioritize a good monitor, enough memory, and a quality power supply rather than overspending on the CPU. For a balanced system, I'd choose 1440p for high-refresh competitive gaming and 4K for cinematic single-player games or couch gaming.
I use a 9070 XT with a 4K monitor and it handles most games very well. Rasterized games often reach 60 FPS or more, while FSR Quality can push many titles into the 90–120 FPS range. Ray tracing is usable with upscaling, but AMD is considerably weaker for heavy path tracing, so choose an Nvidia card instead if that feature is a major priority.
I'm fine with using FSR if it helps keep the frame rate smooth.
