I'm considering a used prebuilt PC with a Core i9-13900K/KF for workstation workloads. It includes 16GB of DDR5, a Z790 Aorus Master motherboard, a 700W power supply, a good AIO cooler, a 1TB Samsung 980 Pro SSD, and a GTX 980 Ti. The asking price is $665, which is unusually low where I live. The seller says the CPU was purchased in 2024 and the system has been well maintained.
The 13900K/KF offers excellent single-threaded and multi-threaded performance, but I'm worried about the known stability and degradation issues associated with some 13th- and 14th-generation desktop CPUs. Would this be a sensible workstation purchase, and are updating the BIOS and using Intel Default Settings enough? Should I enable XMP or consider undervolting?

The 13th- and 14th-generation stability problems are worth taking seriously, but the CPU is not guaranteed to fail. Update the motherboard to the latest stable BIOS, load Intel Default Settings, and avoid motherboard auto-overclocking or unlimited power presets. Ask the seller whether the BIOS has been updated and test the machine under sustained CPU loads before buying if possible.
You generally do not need to undervolt a healthy system. Start with Intel's default settings and enable XMP only if the system remains stable; XMP is a memory overclock and is not required for the CPU to work. Monitor temperatures, crashes, WHEA errors, and application instability during testing. The Z790 board and AIO are appropriate, but confirm that the 700W power supply is a reputable model, especially if you plan to replace the GTX 980 Ti.
The 13900K is still a very capable workstation processor, especially for heavily threaded applications. Whether the entire PC is a good deal depends on the software you use, the condition of the system, and whether the power supply and cooling are genuinely up to the job. At $665, the complete package sounds attractive if it passes testing.
A newer Core Ultra 9 285K avoids the specific 13th- and 14th-generation concerns, but it is much more expensive and may not offer enough extra value for this budget. I would not automatically reject the 13900K/KF; I would make the purchase conditional on a recent BIOS, Intel power settings, stable stress tests, and evidence that the processor has not already developed errors.

The seller says the processor was bought in 2024 and the PC was maintained well. Does that make it substantially safer, or should I still assume there is some risk?
