My current gaming PC has an Asus B550M-K motherboard, Ryzen 7 5700X, GTX 970, 32GB of DDR4 memory, and a 750W-or-higher power supply. Because DDR5 memory and newer platform upgrades are expensive right now, I would rather replace only the graphics card instead of upgrading the motherboard, CPU, and RAM together. I'm considering an RX 9060 XT 16GB for 1440p gaming. Will it be compatible with my motherboard and power supply, and should I expect a serious CPU bottleneck or other issues with the Ryzen 7 5700X?

The motherboard is compatible with modern PCIe graphics cards, and your 750W-or-better power supply should be more than enough as long as it is a decent-quality unit. Install the latest motherboard BIOS and use the appropriate power connectors for the new card, but there’s no reason to replace the platform just for this upgrade.
Don’t worry too much about the word “bottleneck.” One component will always be the limit depending on the game and settings. At 1440p, most graphically demanding games should primarily use the RX 9060 XT, while high-refresh competitive games at low settings may become more CPU-limited. That is normal and doesn’t make the upgrade a bad choice.
Your 5700X is perfectly fine to keep for now. If you later decide you need the highest possible frame rates in competitive games, an AM4 X3D processor could be a worthwhile drop-in upgrade, but it isn’t necessary for a balanced 1440p system. The RX 9060 XT 16GB should provide a major improvement over the GTX 970.
That combination should work very well. The Ryzen 7 5700X is still capable, especially at 1440p, where the graphics card will usually be the limiting component in demanding games. Even in situations where the CPU limits performance a little, the upgrade from a GTX 970 should be enormous.
I’ve used a 5700X with a significantly faster graphics card and it handled 1440p gaming without any major problems.
I ran a similar AM4 system with a newer graphics card and saw little to no CPU limitation in single-player games at 1440p. CPU upgrades mainly helped in esports titles where I was targeting very high frame rates.
