If the newer AM5 platform pushes the budget too far, a cheaper option is Ryzen 5 5600 or 5500 on a B550 board, 16GB of DDR4-3200 CL16, a 1TB NVMe drive, and a midrange GPU such as the Intel Arc B580 or Radeon RX 6600. Use a reputable 550–650W Bronze-rated power supply rather than an untested unit. The 5600 is preferable to the 5500 for gaming, especially at high frame rates, because the 5500 may limit faster graphics cards at 1080p. A basic tower cooler and an airflow-focused budget case should be enough.
I wouldn’t delay the purchase based on the hope that prices will suddenly drop. Component pricing is difficult to predict, and waiting could take a long time. If the computer is needed now, set a firm target price, watch several stores for a good deal, and buy when the full build fits the budget. For the monitor, look for a 24-inch 1080p IPS model with a 120Hz or 144Hz refresh rate and adaptive sync.
A sensible starting point would be Ryzen 5 7500F, a B650 motherboard, 16GB of DDR5, a 1TB NVMe SSD, and a Radeon RX 9060 XT 16GB. Pair it with a reliable 650–750W power supply and a reasonably ventilated case. A 24-inch 1080p 144Hz monitor would fit the build well. That CPU limitation is worth keeping in mind. The 5500 can still work for a budget build, but the 5600 or a newer 7500F makes more sense if the graphics card can produce very high frame rates.
