I used to easily manage my AppleCare+ plans through the Settings or Support app on my Apple device. I could cancel them and see any refunds for fully paid plans. Lately, I've noticed I can't do this anymore. Has anyone else been experiencing the same issue?

I haven’t had to change anything either. Seems like a glitch on Apple's end. Maybe try logging out and back into your Apple ID or reinstalling the Support app. Hopefully, they sort it out soon!
It's possible that if you changed the country settings for your Apple account, that could affect your access to manage AppleCare+. Did you do anything like changing regions or accepting a Family Sharing invite? It's worth checking out.
