I'm planning a powerful PC for long-term gaming and video editing, with a budget of around $3,200 or more if the upgrade is worthwhile. I don't have much experience building PCs, so I'd appreciate advice on whether these parts are balanced, whether anything would bottleneck the system, and what I should change before buying. I'm also unsure which OLED monitor would pair well with the build.

The SSD does not need to be PCIe 5.0 for gaming. A reliable 2TB PCIe 4.0 drive will load games quickly and is usually a better value. Spend the savings on capacity, a quality power supply, or the monitor. A 360mm AIO is reasonable for a top-end Ryzen 9, but a 9800X3D-class gaming CPU can be cooled well with a quality dual-tower air cooler, which is simpler and less expensive.
The proposed processor is far more powerful than most people need and would push the total cost well beyond the stated budget. For gaming, a Ryzen 7 9800X3D-class chip should perform very similarly in most titles. If your editing work needs many cores, a high-end Ryzen 9 can be justified, but the extra gaming performance is usually small. I’d also increase storage to at least 2TB, or 4TB if you keep many games and video projects installed. Gen 4 NVMe storage is already plenty fast for gaming and most editing.
