I bought parts for a gaming PC several years ago but never finished the build after a graphics card order fell through. I currently have a case, 64GB of Corsair DDR4-3200 memory, two M.2 SSDs, a white ROG power supply, and an ASUS ROG Strix B550-E Gaming motherboard with an AM4 socket. I still need a CPU, graphics card, and a few cables or small parts.
From what I can tell, the Ryzen 7 5800X3D is probably the best gaming processor available for this motherboard, although I'm open to other suggestions. For the graphics card, I was considering an RTX 5070 or something in that general price range.
The computer is for my 19-year-old son, who mainly plays games and currently uses a roughly six-year-old Alienware Aurora R8 that is starting to struggle. I expect to spend around $1,500 on the CPU, graphics card, and remaining parts. Would it make more sense to keep the B550 motherboard and build around a 5800X3D, or spend an additional $600–$700 on a newer motherboard, processor, and possibly memory? I'd like the finished PC to remain capable for the next four or five years. Also, is it better for gaming to use all four 16GB DDR4 sticks, or just two sticks totaling 32GB?

Keeping the B550 board is a sensible option. A Ryzen 7 5800X3D is still a very capable gaming CPU, and it pairs well with a current midrange or upper-midrange graphics card. You avoid replacing the motherboard and DDR4 memory, which can make the newer-platform upgrade considerably more expensive. Just check that the motherboard BIOS supports the 5800X3D before installing it, and verify the power supply’s wattage, age, and connectors.
Your DDR4 memory is compatible with the B550 board; DDR5 is not. Four 16GB sticks do not create quad-channel memory on this platform—AM4 remains dual-channel—but using four modules can sometimes make high memory speeds less stable. For gaming, 32GB is generally enough, so two 16GB sticks may be simpler and could run more easily at DDR4-3200. Keep all 64GB if he uses demanding production software or simply wants the extra capacity, but it usually won’t improve gaming performance.
I didn’t realize four sticks were still dual-channel. Since he’ll primarily be gaming, I’ll test two sticks first and keep the other pair as a spare or sell them if everything is stable.
There’s no strong reason to replace the whole platform just to get a newer CPU, especially if the extra $600–$700 would reduce the graphics-card budget. The 5800X3D build should be a substantial upgrade over the old Alienware system and can provide a good several-year gaming experience. A new platform would offer a better future upgrade path, but keeping the parts you already own gives you much better value now.
Don’t limit the search to Nvidia. The Radeon RX 9070 XT is worth comparing with the RTX 5070 because it can offer similar or better rasterized gaming performance for less money. Nvidia may still be preferable if features such as ray tracing, DLSS, or CUDA matter, but for straightforward gaming the Radeon could leave more room in the budget.

That makes sense. I hadn’t considered the cost of replacing the memory too, since I already have 64GB available.
