I'm building my first PC in Germany for schoolwork, programming, 3D modeling, AI training, and video editing, mostly up to 1440p. For gaming, I'll mainly play lighter indie games for now, although I may eventually move into demanding AAA titles. I'd prefer to avoid an AIO because I'm concerned about pump failure and leaks. Would a Noctua NH-D15 G2 be sufficient for the Ryzen 9 9950X3D, assuming the case has good airflow? Also, is the Gigabyte X870 EAGLE WIFI7's power delivery adequate, or could the motherboard limit the processor?

The NH-D15 G2 is one of the strongest air coolers available, so it should be a reasonable choice for the 9950X3D, especially if you have a case with solid front-to-back airflow. It may not keep temperatures as low as a large liquid cooler during sustained all-core workloads, but it should be perfectly workable without the pump or leak concerns of an AIO. The Fractal Design North XL has plenty of room and airflow potential, so it would be a good match.
The X3D chip is arguably more than you need for lighter games and your current workloads, but it gives you plenty of headroom if you later start playing demanding AAA titles. For AI training and some productivity tasks, the graphics card and software support may matter more than the CPU, so make sure the rest of the build is balanced. The motherboard should be capable of running the processor normally; it shouldn’t bottleneck it through inadequate power delivery.
I may eventually switch to more demanding AAA games, so I’d rather spend a little extra now than need to replace the CPU later.
