Whenever I power on my PC, it enters Automatic Repair before Windows loads. It either restarts and repeats the process or freezes until I manually restart it. On rare occasions Windows starts normally, but the problem returns the next time I turn the computer on. I can access the BIOS, but I cannot reliably get into Windows. What troubleshooting steps can I try to repair the installation without losing my personal files?

Create a Windows installation USB from another computer, then boot the affected PC from it. Choose the repair options instead of reinstalling immediately, and try Startup Repair, System Restore, or Command Prompt tools such as checking the disk and repairing system files. If Windows still starts occasionally, back up your important files first. If the computer will not boot from the USB, check the BIOS boot order and confirm that USB boot is enabled; trying a different USB port or recreating the installer may also help.
The computer does not seem to boot from the USB either, so I may need to check the BIOS boot settings and recreate the installer.
