My system has an AMD Ryzen 7 5800XT, a 1 TB WD Blue NVMe drive, 32 GB of DDR4-3600 CL16 memory, an RTX 3060 Ti Founders Edition, and Windows. Recently, the computer has started feeling sluggish even though it was smooth about two years ago. I often keep 20–30 Chrome tabs open, and I also began using NordVPN, which may be contributing to the slowdown. I upgraded from a Ryzen 7 3700X to the 5800XT, but I still notice lag when moving windows around or playing video. Task Manager does not show consistently high CPU or overall resource usage. Could this be related to the RAM, CPU, storage, drivers, or Windows itself? I also have a spare 2x8 GB DDR4-3000 kit rated at 16-20-20-38. Would installing it alongside my existing 2x16 GB DDR4-3600 kit be compatible, and would it simply make all the memory run at the slower speed?

Thirty browser tabs normally should not fill 32 GB by themselves, unless some of them are unusually heavy or other applications are using memory. Check the Memory, Disk, GPU, and per-process usage columns in Task Manager while the lag is happening rather than only checking the overall CPU percentage. A process causing brief disk or GPU spikes may be responsible even when the average usage looks low.
Your hardware is still more than capable for browsing, video playback, and normal desktop use, so this does not immediately sound like a CPU or RAM-capacity problem. I would investigate software first: graphics and chipset drivers, background utilities, VPN activity, Windows corruption, and available space or health on the system drive. Running SFC and DISM can help, but if the installation has been in place for a long time, backing up your files and doing a clean Windows installation may be the most useful test.
I would leave the spare 2x8 GB kit out unless you have confirmed that you are actually running out of memory. Mixing a 2x16 GB DDR4-3600 kit with a 2x8 GB DDR4-3000 kit may work, but the motherboard will usually have to run all four sticks at a common lower speed and may need manual tuning. It can also reduce stability and may result in less ideal memory-channel operation. More RAM only helps when the current capacity is being exhausted; faster, stable dual-channel RAM is generally preferable otherwise.
If you upgraded from Windows 10 to Windows 11, the operating system or its installed services may be contributing to the less responsive interface. A clean installation, followed by current motherboard chipset and graphics drivers, is worth trying before replacing hardware. Also check for VPN scanning or filtering, startup programs, browser extensions, and a nearly full or aging NVMe drive.

The last clean installation was around a year and a half ago, so I may try reinstalling Windows before changing any hardware.
