Do I really need an RTX 3070 or better for gaming?

I'm totally new to PC gaming and have been looking for secondhand builds, primarily focusing on GPUs and CPUs. My sister has an RTX 3070 paired with an 11th-gen i7, and she loves it. However, I've been told by multiple people to aim higher, like for a 4060 or better. My budget is AUD 800, but I'd like to avoid bottlenecking future upgrades, so I'm steering clear of GPUs from the 16s, 10s, or 20s range.

As for games, I'm planning to play Genshin Impact, Minecraft, Stardew Valley, Stray, and Valorant. For now, I'm gaming on a PS4 with a projector, so 1080p is perfectly fine. I don't want to compromise gameplay quality. Despite my research, I'm still a bit lost on what I really need. Any advice?

If you're mainly playing at 1080p, the RTX 3070 might actually be more than enough. It could even be considered overkill for those games!
