This is my first attempt at putting together a gaming PC, and I'd appreciate a sanity check before buying anything. The planned build is a Ryzen 7 7800X3D with a Thermalright Phantom Spirit 120 SE cooler, an Asus ROG STRIX B850-A Gaming WiFi motherboard, 32GB of DDR5-6000 CL30 memory, a 1TB Samsung 990 Pro NVMe SSD, an Asus RX 9070 XT, an NZXT H5 Flow case, a fully modular 750W MSI MAG A750GL power supply, Windows 11 Home, and five Arctic P12 Pro PST case fans. I mainly play Zenless Zone Zero and Wuthering Waves, along with watching videos and doing general browsing. I'd like to play at reasonably high settings with smooth performance, but I'm currently over budget. Is this build excessive for my use case, and which parts could I downgrade without noticeably hurting gaming performance? I'm also unsure what resolution and refresh rate I should target.

The 750W power supply should run this configuration, but an 850W model would provide more upgrade headroom and may run quieter. Power supplies often ramp their fans up once they get beyond roughly half load, so the extra capacity can help keep the system quieter during demanding gaming. Compare noise and efficiency charts for the specific models rather than choosing by wattage alone.
You don’t necessarily need to purchase the full retail version of Windows with the build. Look into less expensive legitimate licensing options, since the boxed version is an easy place to reduce the total cost.
The graphics card and processor may be more powerful than necessary for these games, especially if you’re playing at 1080p or using a lower refresh-rate monitor. Before cutting parts, decide whether your goal is 1080p, 1440p, or something higher and check benchmarks for Wuthering Waves at the settings you want. If you’re aiming for smooth gameplay at high settings, the build gives you plenty of headroom, but a less expensive graphics card could still be enough.
I’m not sure what resolution I was using before. My old PC struggled with Wuthering Waves and eventually stopped booting after its internal SSD failed, so I’d like the new system to run it smoothly at reasonably high settings rather than barely managing medium or low settings.
For the games and general use you described, this could be extreme overkill unless you’re pairing it with a high-resolution or high-refresh-rate monitor. The 7800X3D and RX 9070 XT are excellent parts, but you may be able to save money with a more modest GPU and still play comfortably at 1440p. The best downgrade depends on your monitor target, so choose that first and then compare performance benchmarks.
I don’t have a specific resolution or refresh rate in mind yet. I mainly want fairly high graphics settings and consistently smooth gameplay, so I’m open to choosing the monitor and parts around that goal.
