The second is an Intel Core i5-14600K with 32GB of 4000MHz CL17 DDR4 for £240, though I would need to purchase an LGA1700 motherboard. I already have an RTX 4070 Ti and will use the system for video editing, rendering, and gaming. Which option offers the better overall value and performance?

The 14600K option may be the more practical bargain if you can find a suitable B760 motherboard for roughly £60. You would end up with a complete setup for around £300 and 32GB of memory, which is more useful for editing and rendering than having a newer CPU platform but only 16GB of RAM. The downside is that LGA1700 has less future upgrade potential.
The Core Ultra bundle gives you the newer platform and a better upgrade path, but you really want 32GB of RAM for video editing and rendering. Buying one 16GB DDR5 stick now and adding another later could work, although running a single stick temporarily will reduce memory bandwidth. Check that the board and RAM support the processor’s newer boost features.
The problem is that even 16GB DDR5 seems to cost around £80 here, and the cheaper listing I found was for laptop SO-DIMM memory rather than desktop RAM.
For your workload, I’d prioritize total memory capacity and the complete system cost. The 14600K with 32GB DDR4 is likely the easier option to use immediately, while the 250KF bundle makes more sense if you value the newer platform and can afford to add 32GB of DDR5 soon.
